Foundation and primer recommendations needed for complicated skin type

I am 42yo, so I have some fine lines.  I also have dry, flaky skin around my mouth (also where some lines are).  It's textured skin there!  The rest of my face is oily.  I've come to learn that products marketed for "dry" skin are not the same products aimed at "flaky" skin.

Through too much money and time, I think I've learned that water-based products are no-gos.  With these products, my textured skin shows up like 20min after application (the best I can get is Nars light reflecting foundation + Laura Mercier hydrating primer, but still these 2 show my texture).  Can someone here support me on this?

So, I think I need to stick with silicone-based products.  I have also found I need a cushy, thicker primer (that's key for these textured areas).  I've tested: Tacha, Bobbi Brown, Rare Beauty, Hourglass Veil, Benefit, and Caliray.  Caliray is the best one so far - for me.  Il Makiage's foundation or Armani foundation are then the best foundations for me.  Il Makiage, TBH, is a little more matte than I like.  And Armani doesn't wear as long as I'd like (I'm thinking my oily skin slips it off).  If I'm correct that silicone-based is what's best for me, what else should I try?  Haus Labs?  (My preferred finish is natural or radiant and light-medium coverage.)

Help me out and confirm, deny, educate me.  I'm SOOOOO tired of trying foundations plus every primer out there.  It's endless!
