Colourpop super shock highlighter in Flexitarian! Such a nice bright peachy champagne color. Most of their highlighters are $8 and then the Gimme More palette is $16!
@jeskayjam I second the recommendations of Wet n Wild Mega Glow Highlighter in Precious Petals it is amazing! And only $5!!!!
Another inexpensive, yet amazing option is Maybelline Master Chrome in Molten - It costs a little bit more - maybe around $9, but it is even more intense than WnW.

The ELF baked highlighters are so good! I hear you have to scratch off the top to make it work and I didn't even have to do that! I like the shade 'Moonlight Pearls' is so pretty. Also MegaGlo by Wet N Wild is b l i n d i n g. I usually go for my ELF highlight because it is less blinding and more natural.
NYX is my favorite cheaper highlighter, especially the away we glow liquid highlight. I bought one and I loved it so much I bought another, they have a good variety of colors too. I like to use it as a base and put some powder highlight on top sometimes.
@jeskayjam ABH Glow Kits! For $10 a pan, they're definitely a steal. The Glow Kits provide one of the most beautiful highlights imo. The formula gives you that "wet look" and the powders just melt into your skin. I would steer clear from the Holiday Glow Kit that keeps going on sale though. I've used mine only once due to the chunky and glittery formula. 😞
Wet n wild. I’m so surprised by the quality of their highlighters in comparison to the cost. (My favorite wetnwild highlighter is precious petals).
Wet N Wild makes really nice ones. Also Milani and Makeup Revolution (especially their shimmer bricks). @jeskayjam
An underrated one that they sell at Sephora is their Illuminate Palette:
You get 6 shades for $28! The nice thing about this formula is that you can apply them to look pretty natural and can build them up to be blinding. They also pair well together so you can create your own custom shades 🙂

For higher end, I adore Charlotte Tilbury's Dreamy Glow highlighter, and also Becca Opal.
