Youtubers who get PR packages are usually people with a lot of subscribers, like a million, over half a million, and the company's know that if they talk about their products then they're probably going to make more money. The company's just send them things without really contacting them and being like "hi we're gonna send you this" they just send it and hope they talk about it.
