Best moisturizer under my foundation

I changed from years of Tula skincare to Cerave Moisturizing Cream after a rare flare of rosacea on my chin. I don’t have redness, but am prone to whiteheads on my chin and have sensitive skin. The Cerave has been good for my normal-dry skin, but it’s difficult to easily apply my foundation over it, even following makeup rules. I use It Cosmetics Your Skin But Better Foundation and Skincare. I’d love to have a moisturizer for dry, sensitive skin and/or a foundation that slides over my skin or another remedy. Any ideas?
