I would definitely go see a professional when it comes to laser hair removal or IPL hair removal. Over-the-counter devices are much weaker, and they usually just shrink the hair follicle. That will make the hair more difficult to remove if you ever go get it removed professionally because laser and IPL are much more effective on thick, dark hair.
