It can. Honestly, any makeup can. You really have to see how your skin reacts to the product. If you're breaking out, maybe you need to try a new product. It could also be that your skincare products/routine is clogging your pores. For example, coconut oil is comedogenic and can cause bad acne if you don't rinse it off properly. I'm prone to breakouts, and I've found that I really like Tarte foundations and primers. They don't let my skin get too oily, but it also lets my skin breathe.
