Missing package marked as delivered

Sephora emailed me that my package was delivered with a picture of what happens to look like a random garage however there is no package. I have never had a problem receiving my packages before so I asked them to reship it as I did not receive it to which they said it’s a “high value item” and they can’t resend it. I moved from NYC to an area where the store is an hour away because of which I had to order instead of shopping in person and this is the service I receive. Ridiculous! Now I’m debating if I should call the credit card company, any advice will be appreciated as i’m not sure what to do
