Ship to Japan

Why so many things cannot be shipped to Japan?  Like from 10 things I wanna buy, 8 cannot be delivered to my country. That´s a lot! I just want to know why 😞

Hazmat items such as alcohol based products like perfume and aerosol cans are required by law to ship ground and therefore cannot be shipped abroad. Certain brands cannot ship abroad either but I haven’t seen an explanation on that - im sure it’s some kind of agreement.
