Question about the new Sephora collection oil-in-balm cleanser

Does anyone know if it is safe to use on the eyes? I tried it cosmetics bye bye makeup on my eye and it gave me a fog for a little while. Which I should have expected seeing as it’s a oil cleanser. I don’t see anything on the app or site about it not being safe for eyes.
