Skincare routine for acne scaring

I'm new to skincare and have neglected my skin for so long and I'm starting to finally get acne (after sleeping in makeup for the past five and a half years). My skin is somewhat dry and I need a routine to help with scaring and balancing my redness, hopefully one that one break the bank. Thanks !!
