Serum or Moisturizer: Which is applied first?

Could someone please educate me on the correct process? I've heard either or as long as both are applied but I would prefer to hear the right way to do this.

Serum always! Moisturizer seals everything in.

Serums should always come before moisturizer. In general, you want to apply things in terms of thinnest consistency to thickest.
