Is Drunk Elephant Beste™ No. 9 Jelly Cleanser A Regular Cleanser or Makeup Remover?

This might be a super dumb question, but I can't seem to figure out the answer. Can the Drunk Elephant Beste™ No. 9 Jelly Cleanser be used as a regular nightly cleanser, or is it only good for makeup removal? From the description and reviews, it definitely removes makeup, but I was curious if I could just use it as a cleanser since I do not wear makeup daily. Thanks so much!
