I need help to get rid of built up dirt

Hi so I struggle with built up dirt and hyperpigmentation. I have tried many exfoliates  from drug stores or at home remedies like tumeric mixtures, and Im really prone to sensitive skin. Nothing has worked so far, I already use a shower glove to exfoliate 2-3x a week. I was wondering if anyone knows of something I can use to combat those concerns and get clean skin. If it's possible to be under $40-50.

For hyperpigmentation, I really likeHyper Skin Mini Brightening Dark Spot Vitamin C Serum 0.5 oz/ 15 mL .  It takes some time for results, but it's gentle and a bit C that didn't cause me to breakout or mess with other skincare products. 

As far as for the body First Aid Beauty KP Smoothing Body Lotion with 10% AHA 6 oz/ 170 g , might be worth a go.  The latter I haven't tried, but for some on BIC it's been helpful (with KP).

@jasimsim Have you tried double cleansing with an oil-based cleanser followed by a water-based cleanser?
