Makeup allergy?

I used Lancôme Skin Feels Good foundation and Tarte highlighter on top of it. Then, 30 mins later I have small looking bites on my cheeks. It was super itchy. I have tried using the foundation alone and did not have a problem. Is it the highlighter? Any other suggestions?

@Aqua01 itchiness is a reaction. Do you have talc or mica issues? Tarte uses those. Was the reaction centralized to where Tarte was applied?

I use Tarte blush for awhile and never have any issues with it. Then I tried the highlighter.
