You should use an oil controlling primer, but you also need to avoid products with oil in them. Right now I am using the Murad Hybrids Primer in Matte and I like it a lot, plus it is made of natural/organic ingredients. Next you want to avoid oil based make-up for the face, go with water-based foundations and concealer, and then finish with a light dusting of a loose setting powder. One of the best concealers is MUFE HD Invisible Concealer, and for loose powder either MUFE HD Invisible Powder or Laura Mercier Loose Setting Powder. You will probably have to touch up once or twice through the day, but better than being overly shiny.

You should try the Purpose cleansing bar, found at drugstores, Target, and Walmart. It's really good for oily skin and costs around $4. For certain oily spots during the day, you can get store brand blotting tissues and they'll work as great as brand name blotting tissues. I hope one of these products helps.

Moisturize it! Sometimes skin is super oily because it needs to be moisturized and is dehydrated.  A good cleaner, oil-controlling toner, and non-comedonegenic moisturizer will help.
