Face it too powdery

I wanted some tips or recommendations on products that help control my oily skin without making my face look powdery.  My face still gets oily and looks powdery at the same time after a few hours.

My routine:

1. wash face with cleanser

2. witch hazel toner

3. gel moisturizer

4. sunscreen

5. Photo Finish Foundation Primer from Smashbox

6. Laura Mercier translucent loose setting powder

7. Nars All Day Luminous Weightless Foundation

8. Clinique Beyond perfecting super concealer camouflage 

9. Laura Mercier translucent loose setting powder

10. eyeliner, brows, Kat Von D contour palette

11. Urban Decay All Nighter or De- Slick setting spray
