Westman Atelier Foundation Issue

I just picked up the Westman Atelier foundation and it doesn't turn.. Is this normal? The foundation looks like it should to give more foundation to use.. The blush turns to give more product but the foundation doesn't, which seems crazy that it would be a tiny smidge of foundation for the price. Anyone else have this issue or is this the way the foundation is? Or do I have a dud?
