A good eye base?

I’ve used eye primers throughout my entire makeup life. I have really good pigmented shadows as well as brushes but feel like due to my fair and blotchy skin the look never really looks clean or blended. I’ve decided an eye base with a skin tone color may be more effective for me. What are your favorites?
