Have you tried the Laneige lip sleeping mask? I've used it and I like it pretty well. It's a little pricey but some people absolutely LOVE the stuff.

I don't know if this has been mentioned yet, but exfoliating your lips helps get rid of dryness and flakiness. My current favorite lip scrub is the Dior Addict Lip Sugar Scrub. Use a lip scrub under your lip mask for better results. I hope this helps!

I don't know if you have found something that helps, but I would like to recommend Lancome's absolute precious cells lip balm. don't let the name fool you, it is more than a lip balm and I am a living testimony of this miracle in a tube.
I used to have Ridiculously with a capital R dry lips that I don't wear lipsticks and had no future plans to. I had almost 20 tubes of lip balm stashed every and anywhere and if I left home without my lip balm, I would panic.
well, I went to the mall without my lip balm, and of course, my lips went from dry to chapped so I walked in Hudson's bay just to try a tester lip gloss and walk to the Lancome counter I wasn't planning on buying anything just to use some lipgloss or something. the land at the counter came and we started charting, I pretending I wanting to buy some moisturizing lippie just to get my hand on a sample and she gave me this miracle to try while telling me how amazing this product is. so to test it I did not use any lip balm after I got home and I did not need to, the following morning no chapped or dried lips, after work slightly dry, after work the nest, definitely dry. 2.5 days!!!! well, I went back and got myself a tube.
now this lip balm is expensive and you kinda need to have very very very dry lips to appreciate it, if you don't it would seem like a can$50 ordinary lip balm. I still use vaseline at night because its 50 bucks and I want it to last as long as possible and I use it twice a day during the day. when I first got it I was using it 3 times including night. 1 tube lasts me about 3 months now.
Although this does not make your lips dry you would still have some dead skin cells on your lips and will need to scrub your lips about twice a week
sorry for the long post, I just get excited when I talk about this balm.

I used to have the same problem and what helped me was a cheap, but VERY emollient drugstore lip balm WITH SUNSCREEN. I learned the hard way that sun exposure contributes a lot to lip trouble. so I use Alba Botanica lip balm with SPF 25. It is not expensive and has a little greasy feel (which is a pro, rather than a con for me). Another thing that I learned the hard way is to always REAPPLY the lip product as frequently as needed -- after meals, after coffee, after washing your face -- your lips should never go bare. I keep the balm in my bag and use it on average every 4 hours. My lips became healthy again after years of being a cracked bloody mess.
That's an awful problem to have. I personally like Tatcha's lip balm. I also recently discovered MAC's Tendertalk Lip Balm, which comes in 5 shades, I believe. It is really moisturizing and the effects last a long time.
@tsavorite I was going to suggest the Bite Agave Lip Mask as well!! I haven’t got to the point where my lips are bleeding, but they have been super dry and chapped— and the lip mask saved them!! @Ceder

@Ceder Another tip is to try something with Lanolin, if you're not allergic or sensistive to it. My favorite Lip remedy is Dr. Lipp's Miracle Balm. Good luck! ❤️
@Ceder I have this exact problem.
I'd recommend using a lip mask at night before you sleep (Bite lip masks are great. So is plain vaseline if you're okay with things slipping and sliding)
On the go, I adore Hurraw lip balms (these are hands down the best best lip balm I've ever tried. Lots of cute flavors and keeps my lips non-chapped. I prefer this over Burt's Bees, Paw Paw, Uriage etc). Rosebud Salve is also good. Both are in the $6~8 range. Cheaper if you buy bulk at iHerb.
Before applying makeup (liners, lipstick, liquid lip etc), I like applying Dior's lip plumper, or any sort of plumper as a primer. Let it sit for a bit and wipe off the excess.
