What is the deal with no samples in my last few orders?

So as a Rouge member, I along with everyone else wasn't thrilled when Sephora went to two samples, but whatever - I still had my rewards. But out of my last 4 orders, 2 haven't had any samples at all. I get my products and whatever I blow my points on, but no samples. They aren't listed on the packing slip and they aren't included. I understand some samples may be out and there may be substitutes, but there were NO samples. I didn't say anything when it happened a few orders ago, but today my order is sample-less again. What's the deal, Sephora?
