Under eye circles and slight under eye bags

I am 51 years old Caucasian with dry skin, without any oily areas. After several years of medical issues I now have dark circles under my eyes. I also have small under eye bags. 

What product can I use to minimize the dark under eye circles? If there is a product that also works on under eye bags too, that would be my choice of product.
