cruelty free?

I’ve recently started trying to use only cruelty-free products (i’ve always tried to avoid products that are not cruelty-free, but haven’t been completely successful). my question is, what does it mean when a brand only tests on animals where required by law? does that make them not a cruelty-free brand? to me it sounds like they’re avoiding animal testing, but sometimes have to in order to sell their products in certain areas. should these brands also be avoided?

To most people, when companies test on animals at all, even when required by law, the company is no longer cruelty free. Nars is an example of this. Up until recently Nars was not available in China because China requires animal testing. Most people now consider Nars to no longer be cruelty free.
