Sephora 10 Hour Foundation: Silicone or Water Based?

Is Sephora’s 10 hour foundation a water or silicone based foundation? I’m guessing silicone with several of the dimethicone ingredients. Yes it is silicone based. Water will almost always be the very first ingredient basically just to make it a liquid form. But anytime u see anything ending with -cone toward the top of the ingredients list, its silicone. Some water based will have dimeth or Or other silicones in it but toward the bottom.
