The SEPHORA COLLECTION - Illuminate Palette   is a great deal and has amazing quality highlighters! They are so pigmented and provides an amazing highlight! I hope this helps!

this is the limited edited too faced Christmas star make up collections its beautiful and as you can see very blinding I love it and also it's a pretty great deal you get this gorgeous pallet plus the better than sex mascara and a lip gloss for like $45 or so! #obsessed!

It's tough to find highlight palettes that are blinding but I've got reccos for singles:

-Fenty makes some of the most blinding highlighters, although they don't offer any palettes. 

-Laura Mercier Face Illuminator Powder Devotion is not a palette, but it is so icy and looks sickening on fair skin. 

-Artist Couture Diamond Glow Powder Conceited -Coco Bling and Gold Digger...ooofff!!! so so good.  I think this brand makes the best highlight powders, it lays down smooth and melts in your skin.
