Unsuccessful Authorization

I order bunch of stuff online as birthday gift for my friend and I even ask for a express mailing method ,but when I check my order today , it shows as “Unsuccessful Authorization”.what does that suppose to mean?and why are you charging me money if you can’t successfully proceed my order?Can someone help me with this plz ?
