My sister who is 14 wants an eyeshadow pellets she has blonde hair and blue eyes which eyeshadow pellets do u recommend

It depends what types of eyeshadow schemes your sister wants. Does she like darker colors or warmer colors? Which go better with her eyes? 

I've heard that the mauvy tones of Naked 3 go well with blues eyes. Tarte also has a bunch of good pallettes on the cheaper side. 

If you wanted to get her a classic eyeshadow palette that is a staple in a lot of people's collection, Modern Renaissance by Anastasia, Naked 2 by Urban Decay, or the Chocolate Bar by Two Faced are all fantastic. 

If she likes warmer eyes, especially with redish tones, Tarte recently lanched Tartelette toasted or Urban Decay launched Naked Heat, both of which are really pretty pallettes. 

Marc Jacobs (on the more expensive side) also recently released a bunch on smaller eyeshadow pallettes with fun colors to play with.
