eyeshadow primer / base?

ive used the too faced base and also used nars concealer as a base for my eyeshadow AND urban decay . But nothing is helping with making the color pop! I will apply my eyeshadow and the color does not show well like it is in the pallete, idk if im explaining this good but the color just wont show well from any pallet HELP
