Under eye cream to hydrate and reduce dark circles

Any suggestions on an eye cream that's hydrating, oil free, and reduces dark circles? I've been using a vitamin C eye one that isn't horrible, but I'm not getting the results I'm looking for.

Clinique Pep Start!! The only eye-cream that visibly brightens my dark under eyes!! I even get compliments on my under eyes when I wear no makeup, and I owe it to this!!

My mom swears by Clinique! Every piece of makeup she owns is clinique! Same with mt grandma. They have amazing stuff and they work!!
