Liquid eyeshadows

Hi.  I have a question.   I've purchased and received many liquid eyeshadows.   I'm dying to try the chromium multichrome by Natasha Denona and I've already purchased it.  The problem I have is,  how?   How do I apply it?  Do I let it dry?  Do I use it alone or over anything.  I have other brands that are just one shade but everytime I attempt it, it sort of transfers over to my upper lid.   I have hooded eyes. Is that the problem?  Any help or suggestions would help.   Thank you in advance

@faizalicious Do you use an eye primer? I find using an eye primer helps this formula stay on longer. I haven’t tried the ND chromium ones but have tried other brands.  If you watch ND videos on how to apply them she applies them on the lid with the applicator. Or you can apply it on the back of your hand and get a detailer brush and use it as graphic eyeliner. 

you can use it alone or on top of other eye shadows if you want.

Thank you.  Yes I use primer.  Thanks for the video idea,  I didn't know she has one.  I'll try it the way you suggested
