Highlighter powder to conceal dark circles?

Can I use loose highlighter powder to set my undereye Concealer? I have severe dark circles and I’m Fair.

 

The powder I use now is CoverFx and it’s really white and drying. I’ve tried other loose powders but none have worked for me and my circles still look dark. I use Urban Decay Stay Naked Concealer and a brightener under my eyes. I was wondering if it’d work.. or would it look too crazy?
