Best Liquid Eyeliners?

Hey guys, I’m looking for a good liquid eyeliner pen that goes on smooth, doesn’t smear but isn’t waterproof either. I don’t have oily skin so unless the eyeliner is bad quality it shouldn’t smear easy. Any recommendations?

I love the stila Stay All Day® Waterproof Liquid Eye Liner Intense Black and the tarte Double Take Eyeliner Black. Both are very pigmented, easy to use and do not budge.

My two favorite liquid eyeliners are KVD Beauty Tattoo Liner Vegan Waterproof Liquid Eyeliner Trooper

and stila Stay All Day® Waterproof Liquid Eye Liner Intense Black.  I like the applicator on both liners as I like a sharp wing.

I can't recommend the Stila waterproof stay all day eyeliner enough! I haven't loved another eyeliner this much before.
