You should try incoperating an exfoliant into your routine. I like Perricone MD's Cleansing Treatment Bar. I have dry, sensitive skin and normally can't exfoliate on a regular basis because of how harsh exfoliants can be. This bar is very gentle and effective. I now use it every morning and flaking is no longer an issue.

I tried something by Korres not too long ago and not I'm hooked.  Don't let the weird name fool you, it's called Korres Quercetin + Oak (antiwrinkle night cream) It's super moisturizing and not at all greasy.  I'm on my second jar.

It sounds like you need to exfoliate first.  I love Philosophy products.  They are reasonable priced and they have a gentle, daily exfoliating cleanser.  Scrub your skin lightly with it before rinsing off.  Philosophy's Miracle Worker serum and Miracle Worker cream are very hydrating, yet not greasy.  See if you can get some samples to try.

I love La Roche-Posay Nutritic Cream 5%. It's the most hydrating, emollient cream I have ever used. It's gentle enough for sensitive skin and so rich that I can feel an immediate difference. It's formulated with biolipids, glycerin and shea butter, but it's also fast absorbing and won't leave a heavy film. I use Retin-A, which is drying enough on its own, but it's even worse in the winter when I'm in a cold climate; my skin definitely gets flaky and dry.

For a product you can find at Sephora, I love L'Occitane Ultra Rich Face Cream, also made with shea butter. It's fast-absorbing and lightweight. Despite its name, it's not at all heavy or greasy -- just intensely hydrating.

It's formulated by dermatologists, is good for all skin types, and is amazing at balancing moisture in the skin and calming irritation.
