Where’s my order?!

I ordered a product I’ve been wanting for months during the Sephora sale, on 10/31. It was supposed to be delivered by 11/3, and it still “hasn't been picked up by the carrier?” 

I tried to call customer service but after waiting for 15 min, and the machine stating my call will be answered in less than 1 minute the entire time, I hung up. I don’t see any other way to contact customer service?! I’ve never had issues with Sephora shipping before and of course it happens when I order something I’ve wanted for months!

What are my next steps?
