What does "Flash Shipping" even mean?

Please define "Flash Shipping" when offered as a Rouge Tier gift.

Hi, Danee, and thanks for replying.

I was asking because my last order, made Nov. 21, didn't even give me the option for flash shipping, it just said regular ground or UPS ground, arriving in about 5 days. There was nothing hazardous in the order.

So I thought perhaps Flash shipping for Rouge had been discontinued. 

If that's not the case, can you please reinstate my Rouge tier gift Flash shipping?
