Weird sticky note on product???

I’m attaching a photo of a product that in the mail today. I placed a large order for the Sephora sale using my Rouge discount, and I received it today. It has a weird sticky note taped to it, and when I opened it; the seal on the actual product was opened. What does this mean and what should I do?
