Unused Gift shows $0 balance

I received a $150 gift card that I never used. When I tried to use it online, it showed a $0 balance. Customer service said the card is active, but has no balance, which seems strange. I also visited a store for in-person shopping, and the staff confirmed that the card has no funds.
