Unsuccessful Authorization

I placed an order from overseas a week ago--a birthday present for my friend living in Texas. I decided to track my order today since it still didn't arrive (ETA: 8/30) and noticed an unsuccessful authorization status and the estimated delivery jumped from 8/30 to 9/7. 

 

I need to know what went wrong with my order--was it my ordering from overseas or my friend's address information entered incorrectly? Is my order completely cancelled or still pending in purchase approval? Should I wait or issue a refund? 

 

Waiting for everyone's advice on this, 

It'll be a bummer for both of us if there is no way around sending her a birthday gift from Sephora.
