Unable to place order

Everytime I try to place an order I get a message saying 

“Error Unable to place your order. Please verify that your card information and billing address are correct.
If applicable, we have reversed any pending charges to your account.”

idk what to do at this point I'm using a gift card and another card to cover 68 cents which has worked in the past but is not working now
