Store refused to give samples

I went to Sephora at Yorkdale Mall yesterday and asked the staff to make me some samples. There're certain products she said she cannot make a samples with which I understand, but she also refused to make me a sample with the loose powder. My friend got her loose powder in store just couple days before me, is it just because the staff is lazy and don't want to assist?
