Samples missing from last few purchases

My last 5 purchases have had wrong or missing samples and my last purchase had no sample. Very disappointing because I use the samples as a way to test the product before purchasing full sizes. 

Why is this constantly happening? It’s frustrating to select samples every order and then get things I have no use for or nothing at all.
