SAMPLES ONLINE ORDERS

For a consistent year 90% of my online orders arrive with NO SAMPLES when I most certainly choose any and all Allowed........ A. This is how I try new products B. Is a “perk” of online ordering..... and then to promote the 5 samples; I got only 1 in an order and 4 in another order 3 in another order? I have to call and complain way too often..... why is this issue not being addressed and corrected? It’s frustrating and false promotion at this point
