Received order and again no samples!!!!

I expect to receive my samples when I place an order this is the 4th or 5th time I have not received samples I pick the samples so I can try different things out before I buy a full size and then if I don’t like it I’m stuck with a full size item I will never use again. Is there anyway to get this problem fixed?
