Promo code doesnt work

'SALEONSALE' promo code does not work. The condition is: "must be logged into Beauty Insider account and purchase sale merchandise to qualify. Only available for orders shipping to the U.S. or Canada". My order is over $100 and I am shipping to Alberta. Why does it not work? Thanks.
