Payment Cancelled

Hello, I'm trying to place an order from Jordan using Jordanian credit cards to be delivered to my relatives in Michigan. I tried 2 different credit cards to pay for the items but I keep getting a cancellation email "for your own security and protection we have cancelled your order" I sent 2 emails to Sephora but no response yet. I need to order the items ASAP.

Can someone please explain why this keeps happening and how this issue can be resolved?
