No samples in last 5 orders

I have not received any samples in my last 5 orders. I've gotten used to substitutions which happens more often than not. But no samples in 5 orders is getting bad.  If you aren't going to include them, why do you offer the choice? They are listed on order confirmation, but not on printed invoice with order.  It is disappointing.
