No Samples with Online Order

I received my online order today and opened it to find that i received only 2 of the 5 samples i was supposed to receive. I placed the order because of the 5 sample promotion and was excited to try some new products. I understand that the promotions/samples are subject to availability but in the past when something has gone out of stock the sample as been replaced with a new one, not left out entirely. I have been a VIB rouge for years and its disappointing to have this happen, especially when I see that this has happened to a lot of people in the community. I really am just curious as to why this happened and if it can be rectified?
