Missing samples last 3 times VIB pay Extra member

I pay extra to be a member with Sephora and the last few times recently I have been missing samples and if I put a promo code in also that is now too missing. It is misleading and I am seeing other people mentioning samples missing. 

 

Are there problems with Sephora? I purchase from Sephora for samples when I can purchase from other retailers. This last time I did not receive my samples or my deluxe promo sample so it seems this is reoccurring now. It was not even on my shipping receipt but I did see it on my other receipt.
