Laura Mercier Tinted Moisturizer Oil Free

I have purchased two Laura Mercier Tinted Moisturizer minis and both have come with safety seals. I purchased those in a Sephora Store. I recently did an online order and purchased a full size LM tinted moisturizer and it just arrived today. I opened it and there is no safety seal, but it also looks like it may have been used. WTH? Does Sephora sell returned product? Super inconvenient.
