41yr old- dry/dull under eyes- HELP!

I’ve been using glow recipe hyaluronic acid, niacinamide serum, and moisturizer after cleansing my face. I’m also using dermalogica power eye cream because my under eyes are extremely dry. Then, I use Supergoop glow screen before using either Ilia Skin tint (shade: Shela) or NARS light reflecting foundation (shade: Patagonia) —depending on weather and mood.

I have some darkness under my eyes that I would like to hide; however, when I use my NARS radiant creamy concealer (shade: cafe con leche)- the under eye area looks horrible- dry is not even the word. In addition, it looks a little grayish even though Sephora employee applied it at store and didn’t look grayish (lighting?).

Questions:

1. What steps/order should I follow when applying my base so makeup looks flawless?

2. Should I powder my undereyes? If so, product recommendation?

3. Should my skin routine change- products?

4. Under eye specific products? 

I prefer a natural/radiant look so I don’t look dry/dull.
