sun damaged hair on top, wavy underneath

My hair is naturally wavy underneath, but the top layer is damaged from the sun. It's been this way all of my life as I spend a lot of time outside. Yes, I do try to wear hats, but   that doesn't always work out. The top layer is just bleached by the sun. I do not use chemical treatments, and I rarely blow dry it. 

 

Here's my question. What can I use to balance the wavy underneath with the straight and dead on top? If I blow dry it then I can tame the waves, but I really hate putting heat on it. 

 

Any product suggestions that will help?
